Orange County, Florida, USA - In a bold move that reinforces state power over local governance, Florida legislators are empowering Governor Ron DeSantis to delve into local governments for signs of overspending, fraud, and advocacy of diversity, equity, and inclusion (DEI) initiatives. As Florida Politics reports, this new authority is vested in the Office of Policy and Budget (OPB), which is charged with scrutinizing how local governments handle taxpayer money and conduct their affairs.

The OPB will probe various operations within local administrations, examining compliance with requests for documents and employee access. Local governments that fail to comply could face hefty fines of $1,000 per day. This initiative, however, does not infringe upon records that are confidential under the law, ensuring a level of protection for private information.

Investigation Parameters

The investigations will look into spending practices, personnel costs, administrative expenditures, and more, producing a summary report due by January 13, which will be sent to DeSantis and other key state officials. Interestingly, with concerns about overspending on the rise—particularly concerning DeSantis’ appointees who have drawn criticism for leaving deficit-ridden budgets—this oversight could be seen as both preventive and punitive.

Specific figures have emerged regarding questionable financial practices. Glen Gilzean, the DeSantis-appointed Orange County Elections Supervisor, is under fire for allegedly distributing millions in mismanaged grants to community organizations. Furthermore, Monique Worrrell, the newly appointed Orange-Osceola State Attorney, has noted substantial payouts made by her predecessor that have raised eyebrows.

Worker Safety & Police Oversight

AP News and CBS News, one identifiable law blocks local governments from requiring breaks for outdoor workers, effectively neutering Miami-Dade County’s initiative aimed at safeguarding those laboring in the sun, primarily in construction and farming.

Critics of the legislation, including Democratic state Senator Victor Torres, assert that this law erodes important worker protections in a state where outdoor labor comprises a significant portion of the workforce. Meanwhile, DeSantis has framed the change as a response to local lawmakers‘ concerns rather than his own agenda.

Another law has curtailed the powers of citizen oversight boards, curbing their role to merely making policy recommendations and stripping their ability to administer disciplinary actions against officers. The new guidelines mandate that these boards be staffed by appointees from sheriffs and police chiefs, ensuring an influence from law enforcement on oversight policies. DeSantis has vocally defended this legislation, arguing that oversight boards have sometimes served as instruments for political agendas against law enforcement.

In summary, Florida’s landscape is rapidly shifting under DeSantis’s administration, with laws that redefine local authority and oversight in the state. Whether viewed as measures to promote accountability or as overreaches of power, the effects of these changes on both workers and local governance are yet to be fully understood.
