Newberry's Youth Take Charge: Mayor's Council Approved for Civic Engagement!

In a significant move aimed at enhancing community involvement among its youth, the Newberry City Commission made waves during its recent meeting on July 28, 2025. Notably, the commission set the preliminary millage rate for the upcoming fiscal year and gave the green light to the creation of a Mayor’s Youth Council, a pivotal initiative to encourage local students to actively participate in civic life.

The new millage rate stands at 6.0623 mills, maintaining tax revenue levels from existing properties and excluding new construction, essentially a rollback rate designed to avert tax increases amid rising property values. This decision reflects the city’s commitment to fiscal responsibility as two budget hearings are scheduled for September 8 and September 22, both at 7 p.m., to finalize the tax rate and budget for the fiscal year 2025-26.

Empowering Youth through Civic Engagement

The Mayor’s Youth Council, which requires a second reading for official launch, aims to serve as an advisory body designed to cultivate leadership skills and promote civic responsibility among young people. As noted by the YIP Institute, municipal youth councils allow students to engage meaningfully with local government, promoting a sense of belonging and responsibility. Such councils have historically struggled with limited resources and challenges in policy influence, yet they remain an essential avenue for fostering genuine participation among youth.

Research underscores a troubling trend: the decline in youth civic engagement is a significant concern, with only 22% of eighth-graders demonstrating proficiency in civics according to the 2022 National Assessment of Educational Progress. However, youth councils can counteract this trend by providing educational components that prepare young citizens for active involvement, aligning with the United Nations Declaration on the Rights of the Child.

Upcoming Developments and Infrastructure Enhancements

During the same meeting, the commission also advanced 15 voluntary annexation ordinances covering more than 200 acres, currently in unincorporated Alachua County. This move potentially paves the way for residential and agricultural developments, as properties are set to remain aligned with the community’s needs. The second reading for these annexations is scheduled for August 11.

City Manager Jordan Marlowe highlighted advancements in local infrastructure, including near-completion of Champions Park improvements and progress on the new City Hall, which remains on schedule and within budget, with an expected completion by September. Newberry High School’s Principal Jill Atchley also informed the community about recent sidewalk improvements and upcoming school events, presenting a dynamic picture of community growth and active engagement.
