One crucial factor discussed is how limits on these payments will hinge on when funding requests are submitted by scholarship funding organizations (SFOs). Other amendments aimed at improving the scholarship program will also be on the table during the meeting, providing a canvas for lawmakers to refine what has become a hot topic among school administrators. Earlier this year, during the legislative session, a significant package on school choice, known as SB 7030, failed to pass, leaving many in the education realm concerned about financial stability and student mobility.

School Choice and Its Impact

Concerns have been raised over funds not following students to their chosen schools, a rather pressing issue reported by various administrators. For instance, Hendry County Superintendent Mike Swindle has suggested that a universal tracking system could resolve the issue of accuracy in funding allocation. Meanwhile, Polk County’s educators discovered that 750 students with school choice scholarships were concurrently enrolled in public schools, leading to a hefty $1.3 million in funding losses for the district. These fluctuations in funding undoubtedly challenge the continuity of programs and services available to students.

On the broader side of things, Florida has garnered praise for expanding options in education with the Family Empowerment Scholarship for Educational Options. Signed into law by Governor Ron DeSantis on March 27, 2023, this initiative allows K-12 students greater freedom to attend participating private schools. Families interested in applying must go through approved SFOs and renew their applications annually. Moreover, the scholarship isn’t just for regular K-12 students; there’s also the Family Empowerment Scholarship for Students with Unique Abilities, which caters to families of students with disabilities starting from age 3.

Eligibility and Expansion

Notably, the educational landscape in Florida is now a model for educational freedom throughout the U.S., largely attributed to the implementation of universal Education Savings Accounts (ESAs). Eligibility criteria for these ESAs include Florida residency and enrollment in public schooling from kindergarten through grade 12. Priority is given to students from low-income families, specifically those whose incomes don’t exceed 185% of the Federal Poverty Limit. Children in foster care or those receiving out-of-home care also receive priority, while the secondary tier covers families earning up to 400% of the FPL.

Those eager to take advantage of these opportunities must fill out a universal application that serves both the Florida Tax Credit Scholarship program and the Family Empowerment Scholarship program. As a cherry on top, the recent expansions mean that previous recipients of the Hope Scholarship, designed for students facing bullying and violence in public schools, are now eligible for the Family Empowerment program as well.
