Funding details reveal an organized approach. The first $3 million will be used in 2023 to revamp essential features like the sound and lighting systems, along with parking lot repaving, fencing, and a new retractable seating system. In 2025, another $3 million is slated for upgrades to the ice system for the Ice Flyers, followed by $2.3 million in 2026 earmarked for new furniture and mechanical system replacements. The final $1.6 million will continue investing in mechanical upgrades. Importantly, this funding comes from a 5% bed tax on hotels and rental properties—money that does not come from taxpayer pockets.
This funding model is tied closely to the revenue generated from the Tourist Development Tax (TDT) instituted in Escambia County. Since April 1, 2021, this 5% tax has been levied on short-term rentals, creating a stream of financial support for projects like those at the Bay Center.

As local leaders aim to make swift funding decisions to utilize tourism dollars, they are looking for private investments to help transform the Bay Center and surrounding areas. Smith Gee Studio is currently evaluating public and private development opportunities, while promoting a cohesive plan to attract further investments.
