Today is March 31, 2026, and the city of Sanford finds itself at a crossroads regarding the future of downtown properties that were once slated for the Heritage Park project. Following a significant development setback, city leaders are revisiting the vision for these prime locations.

In 2017, Sanford had partnered with a developer to create an ambitious project that included 28,000 square feet of retail and restaurant space, 9,000 square feet of office space, and 234,000 square feet of residential units. However, in 2024, the city commission decided to pay the developer $3.75 million to terminate the agreement, effectively putting the project on hold. Mayor Art Woodruff expressed concerns about the lack of a clear vision for the project, particularly around the definition of “live-work” units.

New Plans and Community Concerns

Current discussions involve plans for a mixed-use development featuring a building with up to 30,000 square feet of retail and restaurant space on the ground floor, along with a multi-story residential building above and a parking structure. There’s also talk of creating a park closer to the water, which could enhance the area’s appeal.

However, not everyone is convinced these plans are feasible. Commissioner Patrick Austin raised concerns, suggesting that selling the properties might be a more pragmatic approach. He highlighted the need for a residential component to attract investors looking for a return on their investment. On the other hand, Planning Director Eileen Hinson warned that selling the properties could lead to a loss of control over future uses.

Despite the challenges, Mayor Woodruff remains hopeful about the possibility of partnering with a developer to bring a revitalized vision to life, even if it takes several years. He emphasized that the city has the luxury of time to carefully consider their options and has tasked staff with assessing the value of the properties. “It’s more important to get it right than to rush into decisions,” he stated.
