Blount Island, Jacksonville, Florida, USA - On July 2, 2025, U.S. Marine Corps Colonel David Merles took command of Blount Island Command, succeeding Colonel Luke Watson in a ceremony that unfolded aboard the USNS Sgt. William W. Seay. The event was a significant occasion, marked by the presence of former commanders and local, state, and congressional representatives. Major General Keith Reventlow, who presided over the ceremony, took a moment to praise the efforts of Colonel Watson, acknowledging his leadership during his command since August 11, 2023. Under Watson’s tenure, Blount Island Command maintained impressive readiness rates above 90% and managed billions in prepositioned equipment, which has been vital for Marine expeditionary forces across the globe.

Blount Island Command (BICmd) has been a cornerstone of logistical support for the United States Marine Corps since its establishment in 1986. As a subordinate command of the Marine Corps Logistics Command, it plays a crucial role in preparing troops for various military exercises and contingency operations around the world. Known for its slogan, „Always Forward, Always Ready,“ BICmd has supported numerous exercises in countries like Norway, the Philippines, Korea, Saudi Arabia, and Jordan while also providing humanitarian aid to regions such as Gaza.

A Legacy of Excellence

Colonel Merles, who enlisted in the Marine Corps in 1996, brings a wealth of experience to his new role. He has previously served in Operation Iraqi Freedom and as an instructor at The Basic School. A graduate of The Citadel, Merles holds multiple master’s degrees, showcasing his dedication to both military service and education. During his remarks, he expressed gratitude for the legacy of excellence established by his predecessors and conveyed his honor in stepping into this critical role.

Colonel Watson’s accomplishments during his leadership included managing projects to enhance installation security and protect the shoreline, which were crucial for operational preparedness. Notably, a new $14.2 million police and emergency operations center was among the projects that bolstered the capabilities of the command. The logistical prowess demonstrated by BICmd is evident, especially as it relates to the Marine Corps Prepositioning Program, which plays a pivotal role in ensuring quick response capabilities worldwide.

Strategic Importance

Blount Island Command’s operational scope is as expansive as it is vital, operating both in Jacksonville, Florida, and globally. Since its inception, it has transformed significantly, with a focus on combat readiness and visibility. The command manages various aspects of Marine Corps Contractor Logistics Support programs and oversees the maintenance of military forces in the field. With a staff that includes around 250 military and civilian employees and nearly 1,000 civilian contractors, BICmd is well-equipped to fulfill its mission.

The establishment of BICmd can be traced back to a directive by President Jimmy Carter in 1977 aimed at creating a Rapid Deployment Joint Task Force. Over the years, the command has adapted and evolved, proving itself during operations like Desert Shield and Desert Storm. Today, it continues to focus on maintaining the Marine Corps‘ strategic deterrent capabilities while preparing for future challenges.

As Colonel Merles embarks on his new journey at Blount Island Command, he steps into a legacy of dedication and excellence, ready to lead over 1,200 service members, government civilians, and defense contractors into a future filled with promise and responsibility.
